Question EU-compensation for downgrade?

Hi,

In March I had a FB-miles ticket in F from AMS to LAX (through CDG). Due to a delay with KLM I missed my CDG-connection and was placed on a EWR-flight (and ended up in the snowstorm). KL only credits 5,000 miles back which is the difference in miles. But I cannot buy an upgrade for that money. Now I wonder: can I claim for costs under the EU-regulations?
