In JFK it was certainly possible as you took your luggage and actually went outside of the airport only to take the escalator up to the check in area again. Last time I checked was pre COVID so maybe someone has an update, though I’m quite sure nothing changed. I have never flown into IAD so maybe the situation there is indeed different
