Air Seychelles would need to be a FB partner airline. Is it?

What makes you believe that?

I think it is less a matter of belief and more a matter of facts.

Did you go through the list of FB partner airlines which you can find on FB website or AF & KL websites FB section?

Because I do not see Air Seychelles on FB airline partner list

https://flyingblue.com/partners.html

If this list is wrong, then yes you need to call FB as for most (if not all) award tickets on partner airlines, but why would this list be wrong?

I never heard of Air Seychelles being a FB or FB partner airline. Is this new? What do you see on their website?

AF and Air Seychelles are code-sharing on CDG-SEZ. I think it is possible to redeem miles on this route, providing it is booked under AF code (I suppose it is a blocked-seat code-share agreement). But Air Seychelles, as you said, is not a FB partner or a Skyteam airlines and so it is not possible to redeem miles on another route, and certainly not on SEZ-JNB.
