The rule here is plain and simple - in order to even attempt to book an F award, the person booking must have Elite or Elite Plus status.
The status and identity of the passenger is totally immaterial - it can be anyone of any (or no) Flying Blue status: it could be any acquaintance of yours, your present Silver self, or your future Ivory self - the status of the passenger who will undertake the trip is completely irrelevant.
