Quite a few non-obscure names on this list.
What does this decision mean in practice?

Unless I am mistaken, I donīt see any major airline that I have flown in the previous decade or that I expect to fly in the coming decade.

Probably you can't issue airBaltic's flight on Air France ticket and vice versa.

Air Alps operate quite a few turboprop flights for AZ.
Never flown them, but may well do so in 2008.
There's also BE, who may well operate more UK flights than any other airline (though most are on small planes).
Other than that, nothing that I can see myself using, either.
I did have a couple of flights booked on EL during the AZ mistake fare, but that booking got cancelled.

Those carriers were probably unable to manage to get an interline e-ticket agreement in place with AF within their internal deadline.

I expect some of those carriers to potentially come back if and when interline ETKT is enabled by them.
