Fare difference between Tango and "A loisir"

Hi,

I am booking a trip from YUL to YXE (WOW!) in mid-november and I can't see difference between Tango and "A loisir" fare condition (50% miles,...)? Price is 50% more for "A loisir" fare. Why?

what is the difference?

By the way...it is more expensive to fly YUL YXE than YUL-LHR!!!

Regards,
