ac*e and p centre

ac*e and p centre
I happened to look at a friend's AC*P card today and noticed that the number for the P centre is the same as for E. (Ok, the number for the E centre on the back of my statements is the same as P but the number on the back of my card is different.) Was this always this way? I remember calling the E centre and getting right through (like the SE desk) as opposed to now where you have to enter your AP number in order for a call to be put through to an agent. (Does not matter which number I call, I still have to enter my number and listen to the blurb about visiting the AP website, SE can just press "1" and get through to a person.) What's going on over here?
