transborder upgrade from U/A with 2003 cert?

Can 2003 certs be used to upgrade from U/A fares on transborder routes?

The relevant pages under CIC*47 (e.g. CIC*47/133, CIC*47/132) list U/A fares as being upgradeable only on domestic routes, but one would think such upgrades would now be allowed on the transborder routes where U/A fares are offered.

My mistake--if you are considering the class of fare--freedom is upgradeable but I think U/A fares are going to be more prevalent after Mar1

No. On Domestic flights only for now. Transborder A/U will be upgradeable effective 01MAR.

Well, maybe RD is reading FlyerTalk.

Checking CIC*47 today, U and A fares are upgradeable on transborder routes.
