Looks like you have company. AC 306 YVR-YUL also headed to YYZ plus AC 430 turned back.

Ouch, ancient-build A320, 4th oldest remaining. I wonder if a 737Max or A220 would've made it in with Cat III...

YUL does not have CAT III. Runway 06L has a CAT II but the approach is not authorized right now due to the construction at the threshold area of 06L.

In the remote chance you may have thought the "south of the border" location was a possible reason for the circling, it appears the aircraft was merely orbiting in the published hold over the PBERG waypoint.

I wonder if any of the A320s have Cat III capability. I'll have to ask around.

All A320s (including the oldest FIN at AC) got CAT III autoland capabilities.

Also note that not all pilots flying CAT III enabled aircrafts are CAT III qualified.

Fresh Capt on the type perhaps, also a Cat 3 airplane may have been downgraded to Cat1 due to MEL issue
