Idle curiosity: Can mobile phones pick up a signal at 7500 feet? Or would they have to be switched off for the emergency?

Cadena Ser https://cadenaser.com/ has a live shot from the tarmac. Emergency vehicles waiting, apparently at the end of the runway-

But I would have thought that the emergency vehicles would be moving. They seem to be still, with emergency lights on.

Like I said, the plane declaring an emergency lands, and then the emergency vehicles follow it down the runway. The pilot chooses what happens next, sitting at the end of the runway for a little while is not unusual.

Spanish media using You Tube to feed video. Other flights are apparently taking off now, or at least positioning on the runway

Is it just me or does it look like the outboard tire on the port-side gear was gone? If that tire disintegrated during takeoff, that would explain the problem.
