According to Boeing early models of B767-300ER can not dump fuel. The ones at AC are among them, and they did not install the fuel jettison system later.

what a horrible ancient design..... they need to get rid of those planes...

it means that these planes cannot land immediately at all after take off?

They have relatives at LGW who got off very lightly. So, why not? And did you read about the tourist (American) who illegally flew a drone at 120 feet over the Plaza Mayor in Madrid? For those who haven't had the pleasure of visiting the Spanish capital, that's sort of like flying a drone low over Trafalgar Square or Times Square. Just a bit of fun!

No that’s not what it means. In this case given there is an unknown issue/damage to the landing gear, the crew has determined its better to be lighter than land immediately.

Not all types of aircraft have fuel jettison system. The general consideration is that as long as the landing gear can handle landing at MTOW, fuel jettison system is not required. Most of the narrow body aircrafts do not have fuel jettison system for this reason. If the situation is urgent enough, such as fire or engine failure, the aircraft can still perform an overweight landing, which may cause some structure damage to the landing gears. In case of landing gear damage, however, it is much safer to land at a weight well below MTOW. It is up to the pilots to decide if they should land immediately or burning some fuel then land.

As for these AC 767s, from what I heard AC decided against installing fuel jettison system on their 763s.

Landing announced on es.radio for 7:15 local time -- in 11 minutes. The radio station had a recording of the captain's announcements to the passengers, very calm, in perfect, peninsular Spanish, explaining landing in 15 minutes, with just one tire out of 8 blown out.
