Booking mixed-cabin on partner airline, and business space becomes available

If I use Aeroplan points to buy an Eva Air flight, paying Business level miles

Seattle - TPE in Business, TPE - DPS in Economy.

And tomorrow TPE - DPS becomes available in business class. Can I call in and upgrade myself, and if yes will I incur the $90 change fee?

I saw some other threads around similar issue but they discussed AirCanada and waitlisting, which might be different.

There is no fee if there's no change in flights.

TPE-DPS opens up regularly a few weeks prior to departure, and you can reticket easily by calling in.

So just to verify - I have a small lone segment on LH in Y in the middle of a big bad multi-continent Aeroplan J award which has been chewed over a dozen times due to schedule changes etc. LH business is now available from Aeroplan on that specific segment. I can make the change without fee or, at least as important, disturbing anything else including the revenue tickets Aeroplan has has to buy for a couple of the other segments?

FYI, this is not always the case.

When I bumped my MUC-YYZ from Y to J, I had to pay $2.

I had one last year where it was +$0.21 on each of 3 tickets, the agent took my credit card info, but was never charged

Well I'm showing $1.72 USD on my VIsa. I guess $0.21 would be below any sane threshold.
