A320 exit row - movable armrests or fixed?

Hey guys

For the A320 exit row 17 and 18, are the
1) arm rests movable with the table tray in front of you?, or
2) are they fixed with the table tray held in the armest?

As a preferred seat, is row 17/18 (exit) better than 12-14 (normal preferred) from a space perspective?

They all have plenty of legroom. IIRC there is a couple of inches more in the exit row. I tend to avoid 17 as I'm not sure if it reclines.
