"Your Ticket to TWA Elite Card" 3 segments
I just received via Avis Prefered Select, a ticket to get upgraded to TWA Elite.. so if you fly TWA or will.. this is a nice way for some bonus mileage/upgrades,etc..
"Fly 3 segments on TWA between March 1,2000 and April 30, 2000 and receive complimentary Aviators Elite membership until December 31, 2000. The Aviators Elite card gives you upgrades, priviledge card bonuses, priority check-in, pre-boarding and more. Plus, after your first flight you receive a domestic upgrade certificate!
* You must be a member of the TWA Aviators program to qualify. To enroll in the Aviators program, call 1-800-221-2000 and mention source code 28992
* Existing members of the Aviators program can preregister by calling 1-800-325-4815 and providing source code 28992.
Subject to complete terms and conditions on reverse"
It states after 3 segments you will get your elite card in the mail.... happy flying.

I noticed similar promotions last year, such as one where online bookings would get you to Elite status faster.
I know that it only takes 20,000 miles to qualify for Elite and once you hit that level you are entitled to unlimited space available upgrades.
I partially live in STL, and nearly everyone here flies TWA. Yet it surprises me that with them diluting their Elite status and offering free upgrades for full-fare Y passengers connecting through STL, people like my father (who is Elite 1) can often get upgrades on the day of departure (such as when his travel plans change and he is rerouted). Is it simply that few business travelers outside of STL fly them?

Elite with TWA is a very well kept secret. Compared with 30K or so United 1Ks, there are probably relatively few TWA Elites, even fewer Elite 1's, etc...therefore, the unlimited upgrades are very easy to come by. I would imagine that there are quite a few TWA Elites in STL, and a fair number in their traditional business markets like JFK, DCA, BOS, PHL, LAX and SFO. However, still far fewer than the other majors.
For TWA, increasing their yields is of utmost importance. If this means "giving away" a few Elite memberships in the hopes of attracting higher fare flyers, it is probably a good bet. I have run across a fair number of flyers who are on TWA because of the generous upgrade program- for those who commute on discout fares, it is a great deal. In addition, if you are flying between two cities without direct service and have to connect anyways, STL is not a bad alternative to ORD or DFW. And if flying on a full-fare, why not sit up front?
I believe that the unlimited upgrade policy on discount fares for Elites is changing this year, but am not 100% sure. No changes for Elite 1 and Platinums.

Just FYI-
social terp is correct - TWA Elite no longer have unlimited upgrades. Y,B,or Q fares yes if space available, K,V,T,H, and S(the really low fares) you can purchase upgrade 24hr before if avialable. Elite status is now 25kmiles for 2000. It is still a pretty good deal. I stopped flying TWA due to lack of flights out DCA/IAD and the xclltn of three TWA destinations in Europe but in 99 I was upgraded 90%.
