It appears to me that the kiosks were designed in such a fashion to be easily adapted to handle just that sort of transaction.
From what I've heard about the kiosks, all they are doing is reading a track off the magnetic strip that happens to contain your name. Theoretically, you could swipe any card with a magnetic strip that would have information about you encoded on it, and the machine would accept it (like your drivers license).
In order for the kiosk to run credit cards, it would at least need a phone line in order to call the CC company to complete the transaction. Plus, the software would need to be reprogrammed to run the transactions.
