Methinks you need a refresher course in the law of sexual harassment in the U.S. before you accuse someone. I have no idea what the law is in Canada but I think it probably is somewhat similar. A single instance of a wink does not constitute sexual harassment. No how, no way. In
Meritor Savings Bank v. Vinson, the Supreme Court said that for sexual harassment to violate Title VII, it must be "sufficiently severe or pervasive 'to alter the conditions of [the victim's] employment and create an abusive working environment.'" 106 S. Ct. at 2406.
You must look at the frequency, whether it's hostile and whether it's unwelcome. I'm sorry you would be offended by a wink (I would not and I also wink), but you won't get anywhere accusing someone of sexually harassing you based on this. I represented real victims of sexual harassment and I get quite upset when anyone makes false accusations. It makes it harder for those real victims to be taken seriously.
Finally, the fact that you think it's perfectly appropriate to issue a retaliatory second for a wink says a lot. I'm not one to always complain about TSA but this is wrong. I'm a little surprised that anyone would think differently.
