I am not an expert, but I believe that as with any situation, you can successfully argue that the airline short-check your bag if your layover will give you enough time to retrieve it & recheck it within the stated minimum time (as in, if you have a 3 hour layover in an airport that accepts bags up to 30 minutes before departure).
