Because you have 8 segments the way you wrote it.

1) HKG-PEK KA902
2) PEK-SHA (open jaw)
3) SHA-PVG surface
4)3) PVG-HKG KA803
5)4) HKG-MNL CX903
6)5) MNL-HKG CX900
7)6) HKG-JKT CX777
8)7) JKT-HKG CX776

Apparently, you may have meant:

1) HKG-PEK KA902
2) PEK-PVG SURFACE
3) PVG-HKG KA803
4) HKG-MNL CX903
5) MNL-HKG CX900
6) HKG-JKT CX777
7) JKT-HKG CX776

A minimum of 3 and a maximum of 20 segments (16 for tickets issued on/after 1Jun08), including surface
segments, are permitted for the entire journey.
