ID checkers are not SPOTTERS. ID checkers are TSO's, screeners working at the CP's are TSO's. And no, not every airport has SPOT. BDO's are not TSO's, they do not function as TSO's (at least at my airport). They watch the people, and if someone draws their attention, that person needs to present a certain amount of "behaviors" in order for SPOT to pull them. The BDO's will do their thing, they preform their own bag checks, but they need a CP TSO to do the wanding/patdown. BDO's are not TSO's, but they do wear uniforms.
