Actually FRA is. I've never lost baggage during a FRA connection, and the baggage systems is still considered one of the best in the world.
And for Pax it's not a bad transit either, as long as you know your way around. Sure, MUC T2 is even nicer than FRA T1, but it's a lot smaller and almost 25 years newer.
