If I had to guess, I would think that the fee would go to Amex. They in turn purchase the rewards miles from DL to distribute. However, now that it covers CRC access they may get more of the revenue.
There may be some out there who think the frequent traveler line and CRC access is worth the $450. I think this is the price of the regular AMEX Platinum charge card. It has a lot of the same benefits such as AMEX concierge.
