Can someone confirm that if we pay for a xOne6 in Canada that would originate in Peru that we would pay the lower price based out of Peru?

We were looking for a South American TA to book this; however, base on the posting below it seems like we get an exception if booked and payed for in Canada......

This information doesn't match our several converstaions with BA RTW desk and the one conversation with AA. We plan to join AA FF program but have no miles accumulated with them and only a few with BA. Oneworld seems to allow us more flexibility the *A.
