Yeah, especially when they're just wearing a skin tight tank top and no bra... Yes, people do wear them for attention. Was this particular individual? Who knows...
But since it was undernearth clothing it's not analogous to earings from a security standpoint, like a belt it could be used as an excuse to cover an alarm in an area which contains a prohibited item.
