What is the first word in TSA? TRANSPORTAION! TSA can do this in any form of public transportation to include trains, subways, bus stations, ferries and aircraft.
Of course they might consider having some small amount of success in security at airports before encroaching on other facets of transportation.... but then that might be practical so you can't have that.
