I recall that several firms with which I did business had agreements with airlines based on high utilization. At one time WN had a number of such agreements. TAs are certainly going to be of no help, and I suspect that response from the airlines would have to come through corporate/group sales offices.

If still available, such a "plan" would certainly have a "quid pro quo" involved, in which you would have to guarantee to travel a certain route or routes at a contracted frequency level to qualify for discounted fares.
