In NY (which is the only system I have knowledge of) it's illegal for a healthcare provider to deny a patient oxygen. I don't care what policies and manuals say, a passenger knows their own body better than a (relatively) untrained FA and for them to (supposedly) deny the passenger's request for medical aid / oxygen then, well, that's not good.
I am genuinely interested in which New York Statute says this and would appreciate a citation.
