QF is stuck between being a public company and a private company. There is no real incentive to perform since people are paid (except, it must be emphasised, those in senior-management) by position rather than performance. Conversely senior-management are paid grossly inflated salaries and fire-off decrees to those below.
I'm sorry to hear you confirm the us-and-them mentality that I've observed! I don't know to what extent the unions contribute to the problem, but if senior management are grossly overpaid (their salaries partly funded by credit card surcharges, no doubt) and "rule by decree", then that disgrace should be addressed forthwith. Firing the lot of them en masse might be a useful start.
