I think he should be forced to perpetually stand at the end of an immigration line at LAX, waiting, and everytime another passenger arrives, they get to cut in front of him. If he ever makes it to the immigration desk, he should spend the next 48 hours in the medical exam room with several glove wrapped fists (at the same time) making sure that there are no anally smuggled drugs or explosives.
