Having just come back from Brazil, I experienced how TAM does carry ons. Tam has a standard bag limit on size, but on weight, if your carry-on weighs more than 5 Kg, it goes in checked baggage. They also had plastic use once locks to lock the luggage that was going into checked luggage. It was a very efficient system. Furthermore, they managed to feed everyone on a fully packed A320 (no F class) a hot sandwich and a drink in a 53 minute flight. It was impressive to say the least.
