Living overseas (from the US) - the issues with excessive carry on and scumbags putting their stuff in F bins when they're in the back of the bus is almost exclusively a US issue. In Oz (and other countries I travel to) airlines enforce carry-on limits which are more restrictive than US airlines in the first place. IMO - this also helps eliminate the crazy rush to get on the place first since there always seems to sufficient bin space.
