I'm curious if they got quoted some crazy rack rack for Western foreigners and if there's some alternate means to book at a fairly reduced rate. It's not really comparing apples to apples but... when we booked a tour for Beijing (air, hotel, local transportation, & guide) from an agency in Hong Kong, the difference between the English speaking tour and the Chinese speaking version was more than double (if not close to triple) if I recall correctly.
