Is this a lag, or is there a problem? I've had problems with CO upgrades in the past... something about my NW number matching a CO OP number beginning "NW..."

The upgrade bucket on CO is F, not R. If the load remains the same, you likely will get an upgrade at the 24-hour or three-hour EUA mark, or perhaps even a battlefield upgrade.
