You're more likely to find pre-cooked products in chicken or pork as there is more to risk food-safety wise by cooking to order.
Two of my boys have cooked at RTs. Nothing is precooked (or wasn't 2 years ago). Anything grilled is grilled from a raw state - burgers, steaks, fish, chicken. Probelms do arise when sufficient stock isn't thawed in advance, though.

One of the certifications that I had was HAACP certification and a couple of the training videos we watched were produced by Ruby Tuesdays. From what I understand, RT's got some of the safest food in the industry - it keeps cold foods cold, hot foods hot, and accepts deliveries properly & timely so that the food doesn't potentially spoil. Everythings cooked to temperature as its supposed to be & they are industry leaders in terms of food safety & ensuring their kitchen managers are HAACP trained & certified. I travel weekly & try to avoid the chain restaurants like Chili's, Applebee's, Outback, TGIFriday's, etc, like the plague - but I'm usually willing to eat at a Ruby Tuesdays if that's one of the options because I know they are safe...
I've seen some low health inspection scores at RT. Like most things, it can be variable. Corporate policies are just that. No chain (possible exception Waffle House) promotes an unclean environment, but some make it difficult with budget constraints and other counterproductive demands.
