A quick review of the (public) record in
Town Hall - Official TalkBoard Voting Decisions reveals that no vote was held on a motion related to smilie choices. Since there is no apparent thread discussing such a motion in the private TB forum, then it's unlikely a motion thread exists anywhere else on FT.
