So... no one weighed your bag at MUC on this occasion, you've read on an Internet board that some people had their bags weighed at one London airport, so you decide to avoid London?

It is the norm to have a weight limit for carry-ons in Europe. There are very few airlines that don't have one. Sometimes one gets away with being over the limit, sometimes one doesn't. I've had my carry-on weighed in Germany on occasions. I've had it NOT weighed in the UK on occasions. It's just luck of the draw. If you want to be sure not to be parted from your carry-on in Europe make sure you know each airline's limit, and that you stick to it.
