I thought the fare rules were the final decision?
If the fare rules say the fare is NOT upgradable, then that would seem to answer the question.
Unless the SWU states it overrides the fare rules, I would say that your fare is not upgradable.
BUT, I am NOT a United employee... just my opinion... and I have never even touched a SWU, so I do not know what they say.
