This means that i am able to combine my two vouchers since one is for a fare reduction of $400..and the other one gives me the option of $250 or 25K WP miles...is that the right interpretation?..They're both technically for a reduction in fare.

I think everything you posted is correct but just as a clarification: I think we believe that the instructions for using a paper TCV (Travel agent ok) is fine but the second part of that says "TCV must be used at NWA.com" is really in reference to an ECV which obviously can't be handed to a travel agent as it is electronic. I do think you are correct that you may combine these two certs.
