The last time I used an ECV (which was for a fare reduction), nwa.com asked me if I had another ECV that I also wanted to use.
Correct; the OP wasn't specific as to what the ECVs were from.

I think it's clear, but my interpretation may be incorrect. From the way I see it, the travel agent can make the reservation, but cannot apply the ECV (e.g., ticket the flight). Ticketing must be done by the NW ressie agents.
