I'm not from Newfoundland so can't give you a specific answer but coming from rural Atlantic Canada, I think I can say with confidence that there is no mass transit outside of St John's and that a rental car is your best bet. Although I would typically be hesitant to recommend it, hitchhiking might be a possibility. This is quite common in rural Atlantic Canada and people think nothing about stopping to pick someone up.
