While that is true for the U.S. federal government, several states have strict limits on the amount which can be imported, and U.S. Customs may enforce those limits. This is detailed on Customs website here.

I'm fairly certain that NY is no problem in this regard and I've not heard anyone mention GA being an issue either, but several posters have reported trouble entering at SLC with more alchohol than UT routinely allows. I don't know the rules at CVG, but KY has a large Bourbon industry with lots of political clout, so I wouldn't be surprised if there are restrictions on importing liquor there too.
