That only make sense if you feel the need to declare your liquids to the screener.

Even now you can carry on larger amounts of liquids if you declare them to be medical necessities. You can't make TATP on board. If you want to smuggle more than 3oz. on board you don't put in carryon.
While I agree with your statement, it has nothing to do with explosives or the screening thereof.
