My experience was the opposite, I flew LAX-ORD on AA & ORD-IST on TK (both sectors on the same ticket). Each carrier used the piece system, however for AA the maximum weight per piece was 50 LBS. (23 kilos) and for TK it was 70 LBS. (32 kilos). The TK allowance applied for the whole trip.

I think the rule was that whatever the applicable int'l baggage allowance is for the int'l sector applied for the whole trip, provided both flights are on the same ticket.
