I find that, when you make the reservation through PTS, just wait 15 minutes or so for your information to be available at the front desk, and then just call the hotel directly.
They are usually pretty good about securing your upgrade right then over the phone, even though the T&C states upgrade "at check-in".
YMMV, but I have had great luck that way.
Just called Ritz to see if they can upgrade us before we arrive and they told me it is based on availability at the time of check in
