It should be clear. SAS Sales:

When a passenger is holding two separate tickets the baggage must not be through checked to final destination, just to the destination of the first ticket.
Exception: For journey originating in Norway through check in to final destination is mandatory.

It's not so common to have a PNR which has two ticket numbers at least I've never had one. Correct me if wrong so for majority of people business as usual.
