I recently rented at YYZ only for a couple of hours and 70kms of driving. On my contract was a note suggesting that if I would be driving less than 125 kms that I should not bother refueling and let Avis take care of it for a flat fee. 125 kms probably means about 10 - 12 litres of gas depending on the car and where you are driving. Cost of 10 - 12 litres is $ 10.00 - $ 12.00 and they are charging $ 18.00 which is higher but not day light robbery in my opinion.
(Note: I have not done the C$ to US $ conversion not knowing which the OP was charged and also because the delta is only 6 or so percent now a days!)
