Sat in 1C on an A319 yesterday and there was a cutout on both sides. I'm not certain that this is the case with all of the 319's however.

However, Row 1 on the Airbus is not bad, frankly. You can't stretch out as much as Row 6, but you don't need to keep your knees bent 90° and your feet flat to the floor, either.
It can be a bit of a crapshoot when waitlisting for an upgrade. I was waitlisted for the flight yesterday using 500 milers and it cleared about 3 hours prior to departure. I asked the RCC agent about seat options and she only had 1A and 1C. I actually kinda like bulkheads so I was fine with the choices. Given the choice between Y and F I'll take F every time regardless of where I'm seated.
