If FF plans rewarded high spending, corporate bean counters would worry that corporate flyers would choose flights to maximize spending. Airlines are worried that in such an event, corporate TAs would be forbidden from booking flights on such airlines. Spending based FF plans aren't going to happen anytime soon.
