I can see no reason for QF to comp from another OW program. If you are top-tier OW, then you are most likely to use QF for trans-pacific sectors and Aus domestic, NZ and to many Asia destinations. So how does QF benefit?

The reason (some) airlines comp status is to try to entice you to use their airline instead of the competition. So unless moving from, say *A to OW, there is no benefit to the airline.

Now that there is no domestic *A carrier in Aus, there is less reason for QF to comp *A members.

Also note that it rare for any airline to comp to their top status (it does happen, but only if they really believe you have major influence on your company's airline spend). And if you have several paid premium class sectors planned, you can make QF Gold (or BA Silver or AA Plat - especially via the challenge) fairly quickly.
