Smallest for me was Toronto-Buttonville.

Bearskin Airlines, a single-engine Pilatus PC-12 to Ottawa. It was super convenient since I was visiting Northeast Toronto. It beats the 45 minute drive to Pearson. They don't run the flight anymore

We were 3 passengers last time, and security was manned by 4 people (!)
