Given this is an L fare, a SWU would not work.
According to this chart on united.com, Mexico is in region 1. A CR-1, by definition, is a confirmed upgrade within region 1. And I believe a SWU would work (if a CR-1 would) since it's within region 1, where the fare class restrictions don't apply, as explained
here.
